Grant Application Tips
This program is designed to support the retraining and upgrading of existing workers, currently employed in, or being trained for, high quality, long-term jobs that enhance business productivity.
- Complete grant application fully. Do not leave any areas blank.
- Use additional pages, if necessary
- Who you are - Name of your business.
- What you want to do? Name of your project.
- How much funding are you requesting for your project?
- How much matching funding will you provide as an employer? (Wages paid during training, space rental, equipment provided by your firm, project-oversight team member salaries or other cash contributions offsetting funds requested for your training project may be considered as an in-kind contribution, and included in matching funds).
- Please provide a budget. Breakdown how funds requested will be spent. Detail your in-kind matching contribution.
- What is the project proposed? Describe the project.
- Describe why the training is needed. Will you be doing the training anyway?
- Please provide a step-by-step approach showing how the training will be conducted. Who is the training provider? Are they certified, accredited, licensed, credentialed?
- What goals will your business accomplish with the training project?
- What will be measurable outcomes that can be placed in our Annual Report?
- Grants are directed to paying tuition and fees, preferably to established, certified, accredited, licensed Nebraska Training Providers.
- The program is intended to add to, not replace, training dollars equal to what you spent last year, and the year before (two-year average).
- The program will not reimburse: past training costs incurred prior to application, mandatory or required training, constructing buildings, purchasing equipment or paying your salary or employees' wages or salaries.
- Instructional materials purchased for the training project are considered public property and must remain publicly accessible.
The Worker Training Program is a business incentive program to support the retraining and upgrading of Nebraska’s current workforce. Training is central to preparing Nebraskans to excel in the workplace and in marketplace today and in the future.
The goal is to broaden the state’s skill pool through grants for training projects that help build productivity and enhance earning capacity and job security. Training improves the quality of our goods and services and provides skills needed in today’s workplaces that benefit Nebraska.
Individual businesses decide the type of training needed and how long the training project will take. Companies also decide who will provide training.
All established, Nebraska, for-profit businesses that contribute to the State Unemployment Insurance Trust (SUIT) fund are eligible. Reimbursable employers to the state Unemployment System may participate if partnered in a consortium with contributory employers, with a significant percentage of those being trained coming from contributory employers.
Check your quarterly Unemployment Insurance Contribution Report and contact your business Certified Public Accountant (C.P.A.).
By completing a training grant application. The application is designed for ease of use and will help us in developing a profile of your training project.
The Worker Training Board meets quarterly (Mid-January, April, July and October). Beginning each quarter, completed applications are reviewed up until two weeks prior to board meetings.
The amount of grant funding available quarterly is distributed on the basis of size of firm, type of industry, geographic location, and demand occupations that broaden the skill pool and benefit the local and state economy.
Grant funds are available for the training and retraining of the existing Nebraska workforce. We are unable to reimburse for training that has already taken place.
Minimum employer matching funds should be at least equal to the amount of funding requested. Matching funds greater than 1:1 (2:1, 3:1, 4:1 etc.) display a commitment to training. Wages paid, space rental or equipment used may be considered as an in-kind (matching) contribution.
The Worker Training Board meets and makes recommendations each quarter. Applications are reviewed up until two weeks before the board meetings on March 31, June 30, Sept. 30, Dec 31.
Training may begin at any time after the deadline date. However, board recommendation and the Governor's approval are needed to receive funding. If your training depends on grant funds, you should wait until receiving notification of approval. The reimbursement process will not begin until 45 days after the completion of the training.
The program grants funding for tuition and fees, preferably to established, certified, accredited or licensed Nebraska training providers. Training projects may be classroom, laboratory, on the job, workplace or work center-based. Any instructional materials purchased for the training project must remain publicly accessible and we would ask you to share any "lessons learned."
Transportation, meals, lodging; past training costs; corporate-mandated training; constructing buildings; purchasing equipment; paying your or employees wages and salaries.
The training project is developed by the employer and we see employers as fully vested partners. As partners, we want to help to make the training work best for you. Project performance reviews can be conducted through correspondence, teleconference or on-site visit.
The review is outcome-driven (i.e. how is the project going, what worked well, what successes were achieved; job skills gained; retention/advancement, how can we improve the program…) not compliance-audit driven. Let us know what documentation is readily available for joint review.

The length of time for a specific project is determined by the employer. Projects have been proposed which range from three days to two years. The program cannot ensure ongoing funding for multi-year projects, but employers may resubmit applications for additional funding or prioritize and submit component parts of an overall project.
